Nigeria Building Collapse Deaths Climb to 36, Dozens Missing

The death toll from a recent building collapse in Nigeria has risen to several dozen victims, with dozens of more people believed to be still missing in the rubble. The collapse has also renewed public outcry about the failure of government authorities in both the rescue effort and in efforts to prevent other building collapses.

High-Rise Collapses in Nigeria’s Largest City

Four days into a recovery effort, rescue workers in Lagos have recovered the bodies of 36 people who were killed when a high-rise apartment under construction collapsed on November 1. However, no survivors had been found since the second day of rescue efforts, leaving less and less hope for the families of the dozens of people still believed trapped under the wreckage.

Rescue officials were trying to ascertain the number of people who were in the building when it collapsed. At the time of the collapse, the building was filled with construction workers and artisans who were working on the building. One construction worker on the project estimated that there were as many as 100 people in the building at the time of the collapse, leaving as many as 50 more victims to recover.

Families of Victims Complain of Government Response

It took government officials three hours to launch a rescue effort following the collapse on November 1, causing residents of Lagos and families of those trapped inside the wreckage to complain about the slow pace of rescue efforts.

The governor of Lagos convened an independent panel to conduct a 30-day investigation into the cause of the collapse. In particular, the panel is tasked with looking at whether the building’s developers complied with all applicable building codes and whether there were any failures in oversight by government regulators.

Building collapses are a frequent occurrence in Nigeria, with four collapses taking place in Lagos alone in 2020 that resulted in five fatalities. This most recent high-rise collapse has placed greater public pressure on government officials, with people complaining that authorities have failed to undertake recommended reform efforts following investigations into prior building collapses. In particular, architects note that Lagos has only one certified materials testing laboratory, despite recommendations from over 10 years ago for officials to certify more laboratories to ensure substandard materials are not used in building construction.

Stay Safe on the Highways With These Thanksgiving Travel Tips

Millions of motorists hit the road every year to travel somewhere for Thanksgiving, whether that be visiting family and friends for holiday dinner, or going somewhere for vacation over the holiday weekend. If you will be traveling somewhere this Thanksgiving holiday, here are some tips to keep in mind to help keep yourself and your passengers safe out on the highway.

Tips for Thanksgiving Road Travel Safety

Prepare your vehicle. If your vehicle hasn’t been recently serviced, going on a long road trip is a good excuse to bring your car in for regular servicing. Before you set off, check your vehicle fluids and make sure that your lights and wipers work. Ensuring that your vehicle is in good working order can avoid leaving you stranded or getting into an accident because of a mechanical failure.
Plan your trip. Know what route you are going to take and review what exits and turns you will need to make, so that you don’t have to try to cut across a busy highway to avoid missing your exit or turn. Also check the traffic and weather conditions along your route before you leave. Try to leave a little earlier so that you don’t have to worry or stress about being delayed by traffic.
Pack an emergency kit. On a long road trip, make sure you have an emergency kit in your vehicle that is equipped with a flashlight, gloves, jumper cables, jack and/or tire repair kit, a first aid kit, blankets, bottled water, flares or hazard triangles, and battery packs to recharge your cell phone.

Apple Self-Driving Cars Involved in Accidents While in Manual Mode

Both accidents were not the fault of the self-driving vehicle or its operator. The first incident occurred in San Diego on August 19. Apple’s Lexus was stopped in traffic when it was rear-ended by a Hyundai. The crash resulted only in minor damage and no injuries. The second rear-end accident occurred on August 23 in Cupertino, with the Apple vehicle also stopped in traffic when it was rear-ended by a Subaru.

Both accidents are notable for occurring within a week of each other, after no accidents involving Apple self-driving vehicles since September 2019.

Apple is believed to have ramped up its vehicle testing in recent years, reporting more than 18,000 miles of testing in 2020, a massive increase over previous years. This increased testing may mean an increased likelihood of Apple’s vehicles being involved in crashes.

Inferior Design and Construction May Have Contributed to the Surfside Condo Collapse in Florida

An investigation by the New York Times revealed that the Surfside condo collapse that left nearly 100 people dead may have been caused by faulty design, last-minute design changes, and shoddy construction and maintenance practices.

NYT Investigation Finds Surfside Condo Suffered from Negligent Design and Construction Practices

The investigation focused on the base of the building, which showed the first signs of failure minutes before the collapse. The foundation, which included piles buried deep to find support, suffered from water intrusion, with water seeping up the piles from storm surge during the tropical storms and hurricanes that have hit South Florida over the years. An engineering report conducted prior to the collapse found “abundant” cracking and crumbling of support columns, beams, and walls in the building’s underground parking garage. In the moments prior to the collapse, witnesses and surveillance video saw debris and gushing water (potentially from broken pipes) in the underground garage below support beams critical to the building’s structural stability.

On the portion of the ground level deck that initially collapsed, builders had placed large planters that were not part of the building’s initial design. The planters had insufficient waterproofing and placed significant additional weight on the deck. The planters were eventually removed as the trees in them had been penetrating down through the deck, causing water damage.

Engineers working for the building found that the pool deck suffered from poor design, including being laid flat rather than on a slope, which would have allowed water to drain from the deck more effectively. The pool deck was also laid without any waterproofing; waterproofing was later added beneath new pavers, but this had the effect of trapping moisture. Extra support beams underneath the portion of the ground level deck that first collapsed were eventually removed in revisions of the original designs, causing the deck to become overstressed. The beams that were built were constructed with insufficient reinforcing steel. Other beams were built with too much reinforcing steel, which actually weakened those columns.

The side of the building that withstood the collapse was built with thicker columns and steel than the portion of the building that collapsed. The builders are also believed to not have placed reinforcing steel in the way specified in the designs. In particular, steel was placed too shallow, exposing it to the elements and causing corrosion.

Water intrusion from the room is also believed to have contributed to the collapse, including from a penthouse unit that was added to the building late in the design and construction process.

The design and construction flaws have led to audits of other older buildings in South Florida.

Weinstein Pleads Not Guilty to Reinstated Sexual Assault Charge

Former Hollywood producer Harvey Weinstein appeared in court recently to plead not guilty to a reinstated sexual assault charge.

Charge Originally Dismissed on Statute of Limitations Grounds

The trial judge had dismissed a sexual battery charge after Weinstein’s attorneys successfully moved to dismiss the charge on statute of limitations grounds. Weinstein is currently being held in a Los Angeles jail, as he is currently serving a 23-year sentence from a sexual assault conviction in New York in February 2020. Weinstein was later extradited from New York to California to stand trial on additional sexual assault charges.

Weinstein Pleads Not Guilty After Charge Reinstated

Weinstein’s sexual battery charge was reinstated after the grand jury amended the indicted charge to include an incident from 2010. In addition to pleading not guilty again to the reinstated charge, Weinstein also agreed to waive certain deadlines, acknowledging that his trial date could be as late as April 2022.

Prosecution Seeks to Admit Testimony from Uncharged Victims

The prosecution also filed a motion with the trial court to admit the testimony of several of Weinstein’s alleged victims who were not covered by the 11 charges Weinstein was facing. Prosecutors sought to admit the testimony in support of the five women whose claims formed the basis for Weinstein’s charges.

Weinstein’s lawyers stated their intention to oppose the prosecution’s motion, arguing that the prosecution was “trying to throw everything, including the kitchen sink, at him” and was “opening up a water cannon of allegations against Mr. Weinstein through numerous uncharged alleged victims.”
